Starting from the development of an analytical framework for Turin’s river system, the project Turin and its rivers aims to identify transformation scenarios for the city’s river contexts. These scenarios are intended as a tool capable of revealing planning opportunities, translating them into an overview capable of guiding coherent and coordinated development actions.

The research has three macro-goals:

(1) To bring attention back to the city’s natural heritage, also understood as a powerful device to respond to the effects of climate change;

(2) To structure and promote a new narrative for the city, through the systemic description and valorisation of the components that characterise each river;

(3) To provide an interpretative framework useful for the renewal of planning and development practices in the City of Turin.

The research deals with a complex topic, addressing the relationship between built areas and river context, the ecosystem dimension and the definition of transformative scenarios.

The research assumes that Turin’s four rivers, understood as ecological corridors connecting the city to the metropolitan area, can play a crucial role in combating climate change and improving the quality of urban life. The study investigates the potential of the ‘Blue Comb’ with the aim of defining a strategy to strengthen its ecological, social and economic role. Through three interpretative lenses — ecological city, inherited city and city of leisure — the research identifies a sequence of actions to reactivate the untapped potential of the river corridors and renew the relationship between the urban core and the metropolitan area.

The proposed framework of interventions enhances and renews existing areas that have so far played a marginal role in urban policies, assigning each one a function consistent with its characteristics and capable of generating positive effects on the entire city. The research ultimately translates into nine strategic projections, which redefine the narrative of Turin’s four rivers and identify new urban centres, reaffirming the link between natural resources, the built landscape and the development of the city in its relationship with the surrounding area.

Throughout Turin’s urban history, rivers have played multiple and changing roles: a strategic resource for productive and industrial development, a structuring element of the urban form, but also an urban margin progressively marginalised by infrastructure, urbanisation processes and economic transformations. The research therefore proposes to reinterpret these river basins as an integrated system — defined as the ‘Blue Comb’ — which could become one of the main interpretative and design keys for contemporary Turin. The aim is to identify strategies and actions capable of renewing their ecological, social and economic role, enhancing their potential as environmental corridors and spaces for interaction between the city and the surrounding area.

The analysis is developed through the three interpretative perspectives mentioned above — ecological city, inherited city and leisure city — which allow the river system to be observed from different and complementary points of view. The lens of the ecological city highlights the role of rivers as natural infrastructures capable of strengthening urban environmental resilience, improving biodiversity and contributing to climate adaptation processes. The perspective of the inherited city, on the other hand, analyses the relationship between rivers, built heritage and historical processes of urban transformation, highlighting how the river landscape is the result of a stratification of urban practices, infrastructures and morphologies. Finally, the lens of the city of leisure explores the potential of rivers as spaces for public enjoyment, leisure and socialising, highlighting the role that these places can play in the construction of new forms of urban habitability.

Starting from these three perspectives, the research identifies a series of strategic areas along watercourses and proposes a sequence of actions aimed at reactivating the currently untapped potential of the river system. The overall programme of interventions focuses in particular on existing urban contexts which, despite possessing significant environmental, landscape or social characteristics, have so far played a marginal role in urban policies and public investment. The proposed meta-project suggests that each of these areas could take on a specific function consistent with its territorial character and, at the same time, generate positive effects on the entire urban system.

The research ultimately leads to the definition of nine strategic projections, understood as possible trajectories for the transformation of Turin’s river system. These projections derive from a comprehensive rethinking of the urban narrative linked to waterways and the discovery of new potential focal points along their course. The meta-project thus focuses on some of the structural characteristics of the city crossed by rivers, recognising the value of the relationship between natural and ecological resources and the built landscape, which has been established over time through historical processes and urban transformations. From this perspective, the research proposes to reaffirm the historical link between Turin and the surrounding area, reinterpreting in a contemporary light the idea — already present in the Baroque vision of the city — of an urban system in which the form of the city and the natural landscape are deeply interconnected.

Turin, with its ToMove project, has been selected for the realisation of a Living Lab aimed at promoting the co-development and testing of new scenarios and solutions for autonomous, connected and cooperative mobility (so-called CCAM technologies) in close relation with the MaaS services that will be developed in parallel within the ‘TorinoMaaS4Italy’ project.

The project is funded by the Department for Digital Transformation as part of the PNRR (National Recovery and Resilience Plan) and is coordinated by the City of Turin in collaboration with UniTO, PoliTO and local actors such as 5T and Links.

The paper aims to contribute to shedding light on the state of the (post-)pandemic housing market, focusing in particular on the supply available to the so-called ‘off-market generation’ and asking to what extent the combination of the economic-financial crisis and the pandemic crisis has increased the barriers to access to housing for this group. In order to do so, the case study of Turin and the municipalities in its metropolitan area is analyzed, with respect to which the availability of private housing for sale and rent is investigated, read in connection with some relevant characteristics of this stock (e.g. location, price, and square footage). The reference year is 2021, ‘suspended between past and future’.

After having presented the analysis of data on the availability of homes for rent and for sale – which are presented mainly in the form of maps – this report concludes with two fictitious but absolutely plausible examples of ‘typical households’ belonging to a lower-middle income bracket, looking for a home in the city of Turin and its hinterland. By investigating the private supply available in relation to the needs of these two families, it is possible to understand, in concrete terms, the problems and prospects of housing accessibility in the (post-)pandemic period in and around Turin.

Whether in the case of entire parts of cities, buildings or complexes of buildings, individual units that are being emptied, or portions of open spaces and urban voids, there emerges, often earlier in urban practices than in urban planning and policies, the capacity (of public and private, profit and non-profit actors) to imagine disused/available urban heritage as an asset for the definition (and redefinition) of the strategic development horizons of urban systems.

 

The objective of this research work is to investigate the potential offered by combined urban regulations for incentives to use the private units available on the ground floors of the city of Turin as support for welfare policies. The research is carried out in collaboration with Urban Lab and the City of Turin.

The work relies on web scraping operations in order to obtain data – used to construct maps and subsequent analytical operations (including comparative analyses with other Italian cities) – relating to the private housing supply both for rent and for sale, identifying the quality, quantity, and location of housing accessible to different types of lower-middle income families.

The anonymous questionnaire (in the appendix), distributed through the collaboration of universities, was completed by a total of 1,538 people, mainly enrolled at universities or polytechnic institutes. Although the sample represents a minimal percentage of the total number of students from outside the region (around 40,000), the analyses contained in the report represent the first attempt to investigate this issue in Turin. In a context in which the city is affected each year by an increase in the number of young people choosing to study in Turin, understanding their desires, expectations, paths, and any difficulties encountered could provide further tools for mapping out future lines of action in terms of the city’s attractiveness, hospitality, inclusion, services, and housing options.

The analysis of the questionnaire responses is accompanied by a substantial cartographic contribution, consisting of maps showing the location of the homes of the non-resident and international university and polytechnic population for the academic years 2017/18 and 2020/21. The sample consists of 11,763 individuals (6,247 from the University and 5,516 from the Polytechnic) for the 2017/18 academic year and 9,030 individuals (5,276 from the University and 3,754 from the Polytechnic) for the 2020/21 academic year. Both samples are the result of data extraction from two databases containing data on the residence and domicile of all persons enrolled at the city’s two main universities for the last ten academic years (2010/11 – 2020/21).

As part of the “Mover la movida” project, FULL through the IInteruniversity Department of Regional and Urban Studies and Planning (DIST) of the Polytechnic University of Turin and the City of Turin have signed an agreement to carry out collaboration and research, co-design and training activities.

The research and co-design activities envisaged in the agreement aim to define a theoretical-practical model that explores the dynamics, processes and urban scenarios interrelated to different functionalities and territorial frequencies, and that can be applied in a polycentric territorial perspective. Thus, the definition of a theoretical-practical model includes the analysis of issues related to nighttime aggregation, generating scenarios, and formulating concrete proposals for improving cultural programming and nighttime mobility, with particular attention to the dynamics of regeneration of unused or underutilized urban spaces.

The workshop “Transforming the Night: Opportunities, Visions, Scenarios” therefore aims to define a theoretical-practical model of the dynamics, processes, and scenarios related to nighttime aggregation, through an articulated co-design process.

The workshop will involve stakeholders in all stages of the process (from analysis to scenario development to proposal formulation). In fact, the rethinking of nighttime aggregation spaces within the city involves numerous city stakeholders, both public and private: the owner(s) of live music venues, nightclubs, bars, and restaurants, and the representatives of these businesses; theaters, cultural centers, and clubs; young people, students; workers in the cultural and entertainment industry; residents.
