Beyond Marginality: Welfare, Governance and Spatial Imaginaries

The doctoral dissertation addresses territorial marginality, focusing on mountain and metro-mountain areas and how they can be redefined through innovative governance and welfare policies. Historically neglected, these territories are gaining focus due to recent crises. The research aims to rethink governance and welfare to meet the needs of marginalised areas, emphasising socio-spatial justice.
Using the Terre del Monviso (Cuneo, Italy) as a case study, the work analyses processes of marginalization and explores institutional and bottom-up responses to foster territorial cohesion and accessibility to services. The dissertation is structured in three parts: 1) socio-spatial justice and inequalities in access to essential services; 2) spatial planning and governance, distinguishing between ‘hard’ (formal) and ‘soft’ (participatory) spaces ; and 3) the role of spatial imaginaries in policy construction.

The doctoral scholarship, focusing on issues related to inland and marginalised areas of the country, was funded by the Development and Cohesion Fund as part of the ‘Research and Innovation 2015-2017’ Plan, with reference to DDG MIUR 1233 of 30 July 2020. ‘National Operational Programme for Research and Innovation 2014-2020 Research Plan 30 July 2020 ‘National Operational Programme for Research and Innovation 2014-2020 Research and Innovation Plan 2015-2017 XXXVI Cycle’.

The core mission of EU cohesion policy is to reduce regional disparities and promote long-term regional development. To achieve this goal, investments in public services, infrastructure, skills and multi-level governance have continued to foster convergence in recent years; however, as the investment effort is often concentrated in large urban areas, small and medium-sized towns risk being left behind.
To this end, the ESPON project “Small and medium-sized towns and cities: policies strengthening their role in achieving active, inclusive, and functional territories” focuses on their prosperity and aspires to provide policy-makers at all levels, from European to local level.
The FULL research centre of the Politecnico di Torino dealt with an analysis of the Italian case at a national scale and an analysis at a local level, focusing on the role of small and medium-sized cities in rural and Piedmont contexts. The work produced policy recommendations on how to strengthen small and medium-sized cities so that they can become key contributors to the achievement of a more balanced territorial development as well as economic, social and territorial cohesion.

A model of regeneration for inland areas: Castel Del Giudice

Starting from the allocation of the funding of the PNRR-Borghi line A call, Castel del Giudice (Isernia province) becomes a real laboratory to implement an integrated regeneration strategy, which aims at the repopulation of the village and the activation of functions for a new habitability in the inland areas. The FULL team is part of a pool of universities (UniMol, Sapienza, University of L’Aquila) to support the strategy and transformation interventions.
