Experts from academia, the third sector and government will share best practices and pilot projects to combat social marginalisation and the housing crisis. FULL’s contribution will be presented by Erica Mangione, who will be attending in her capacity as both a researcher and an activist for Vuoti a Rendere. The objectives include the promotion of social housing, the restoration of existing buildings and the implementation of measures to support the most vulnerable groups.

The research project LINUS – Living the university city: student housing as a driver of changes, addresses these issues by focusing on the dynamics of student housing as a driver of urban change, where university and city attraction policies and the related growth of the student population put pressure on local housing systems.

This volume collects the proceedings of the public conference Vivere la città universitaria, L’abitare studentesco come generatore di trasformazioni, held in Padua on 31 May 2024. The conference was organised as part of the Project of Significant National Interest (PRIN PNRR 2022) entitled LINUS – Living the University City, financed by the European Union – NextGenerationEU through the Ministry for Universities and Research (MUR) with PNRR funds.

Each chapter opens with speeches by the session coordinators, with analysis and positioning in national and international academic and policy literature and debates. The second part of each chapter is completed by contributions from conference guests. In line with the investigative framework of the project, in fact, the seminar fostered the confrontation between a multidisciplinary group of academics, with experts in the field of student housing and public decision-makers, articulating the discussion around three main axes: university systems, the city – understood as a public and local decision-making system, and the student body as a whole.

The short-term tourist rental market in Turin grew rapidly between 2017 and 2024: +125% in terms of nights booked, +127% in terms of revenue per listing, +240% in terms of total economic value generated through the platform’s total revenue, which exceeded €68 million in 2024. Despite these increases, the Turin market for short-term tourist rentals does not reach the levels of other areas of Italy: for example, in Italy, the average revenue per unit rented through Airbnb in 2024 was €11,700, while in Turin it stood at €7,000.

 

On the supply side, there were over 6,000 hosts (i.e. managers of properties rented through Airbnb) active in the Piedmontese capital in 2024. 87% of them were “small hosts”, managing a maximum of two properties. However, the most significant growth was seen among so-called “large hosts”, i.e. those managing more than 10 units: although they accounted for only 2% of the total, in 2024 they controlled 18% of the entire city market, a share that has more than doubled since 2017 (+230%). The percentage growth of units managed by large hosts in Turin is more pronounced than the national figure, which stands at 136%. From this point of view, the Turin market seems to be “lagging behind” the trends seen across Italy (in our country, large hosts accounted for 25% of total units in 2024); However, it is also worth noting that in the Piedmontese capital, the growth of “large hosts” was particularly high during the period in question, exceeding that of cities with a more “mature” tourist market, such as Rome or Venice. In Turin, however, the average size of these businesses is smaller than the national average (15 units per host compared to 42). As in the rest of Italy, accommodation managed by large hosts generates higher revenues: on average €10,500 per year per unit, compared to €5,500 for small hosts.

 

The city’s geography of listings shows significant imbalances: six out of 23 districts (Centro, San Salvario, Aurora, San Donato, Crocetta and Vanchiglia) account for 58% of the supply. The Centro district alone accounts for a quarter of the listings and also has the highest revenues (€11,300 per year). The suburbs – Falchera, Mirafiori, Regio Parco – are the least profitable areas.

 

It is worth noting that the phenomenon does not stop at the municipal boundaries. Analysis conducted at the metropolitan level shows a growing spread to municipalities in the hinterland and Alpine valleys. A case in point is Ala di Stura, a small mountain municipality where listings have tripled and beds have quadrupled in seven years.

 

These data raise questions about the transformations underway in the urban and social fabric of the city and its territory: who benefits from Airbnb in Turin? And what measures can be taken to avoid imbalances?

Specifically, HACKERARE M0N0P0L1 is an expansion (consisting of new cards, tokens, and markers) which, when used together with the classic version of Monopoly, transforms the latter into a game that combines a playful dimension with an educational/informative component. The ‘hacking’ operation affects both the software and hardware of Monopoly (i.e., both the rules and components such as the ‘Chance’ and ‘Community Chest’ cards), making the game dynamics more relevant to the real processes affecting contemporary cities. For example, different starting conditions are established (some players start with only a modest amount of money, others have a lot of money and a property with a house on it, others own a chain of hotels, and so on); by rewriting the “Chance” and “Community Chest” cards, events are proposed that reflect realistic situations or public policies (for example, processes such as studentification or privatization of real estate assets); by “redefining” certain squares on the board, elements are introduced that allude to the real structure of the real estate sphere (for example, the residual presence of public housing) and the social sphere (for example, each time a player completes a lap and passes GO, they receive a different salary depending on their starting condition).

HACKERARE M0N0P0L1 is a non-profit project, created for educational and training purposes and protected by a Creative Commons Licence 4.0 BY-NC-SA. It is distributed free of charge in two forms:

1- the various components of the game (i.e. the new cards, the new rulebook and the ‘Small Dictionary of Housing Issues’ booklet) are freely downloadable from this page and can be printed with a simple home printer.

2- a limited number of packs of the game have been produced, available to those who intend to use it for educational or training purposes (e.g. secondary and high school teachers, university lecturers, activists* of social movements for the right to housing).
