<p class="wp-block-paragraph">This report is the result of work that <strong>began in 2023</strong>, arising from the intersection of the strategic needs of Turin City Council, the support of the Compagnia di San Paolo, and the research activities of the interdepartmental centre FULL – Future <em>Urban Legacy</em> Lab at the Polytechnic University of Turin. At a time characterised by the implementation of urban regeneration programmes, supported in part by funding from the National Recovery and Resilience Plan (PNRR), the City Council has embarked on a rethinking of some of the city’s key locations, including Valentino Park.<br/><br/></p>

<p class="wp-block-paragraph">It is against this backdrop that the <strong>research report <em>Valentino Masterplan</em></strong> was presented to the City, offering a strategic analysis of the role of the river park and, more generally, of the relationship between the network of green spaces and the urban river infrastructure. The research outlined a vision for the renewal of Turin’s city centres, suggesting – in line with the transformations of the 1990s linked to the Spina Centrale – a new phase of regeneration based on the enhancement of the River Po, its parks and the cultural heritage associated with it.<br/><br/></p>

<p class="wp-block-paragraph">The study formed part of the policies promoted by the Department for Urban Care, Public Green Spaces, Parks and Rivers, building on initiatives relating to the regeneration of the riverbanks and the restoration of navigability on the River Po. This gave rise to the opportunity to <strong>extend the study to the entire Turin river system</strong>, with the aim of constructing an integrated and complementary narrative of urban centres, capable of bringing together urban and extra-urban green spaces and enhancing the ‘comb-like’ structure of the watercourses and adjacent areas.<br/><br/></p>

<p class="wp-block-paragraph">The project was formalised in a memorandum of understanding between the Polytechnic University of Turin and the Compagnia di San Paolo, which supported its implementation. This gave rise to a two-year work programme, based on close collaboration between the municipal administration and the research group, under the supervision of the Foundation. This report sets out its outcomes, content and prospects.&#13;

<p class="wp-block-paragraph">European border regions are often described as the ‘laboratories’ of Europe and European integration (Bertram et al. 2023a). Indeed, border regions are highly dynamic and stimulating areas that demonstrate the potential of European integration. The removal of border-related barriers fosters economic prosperity, social exchange and political innovation (Capello et al. 2018; Paul et al. 2025). On the other hand, recent crises have shown that the costs of a lack of integration can be very high. The COVID-19 pandemic, with its repercussions in terms of border controls and partial closures, has revealed that border regions are not necessarily the places where European integration functions most effectively (Chilla et al. 2022; Hippe et al. 2022). Rather, border regions act as barometers of European integration, with limited resilience to crises and whose great potential remains to be developed (Medeiros et al. 2021).&#13;
&#13;
</p>

<p class="wp-block-paragraph">Border regions exhibit considerable territorial diversity. They may be peripheral or metropolitan, and the border itself may be a mountain range, a river or a plain. Disparities can be very high even along the same border, as can differences in labour markets and mobility patterns (Hippe et al. 2024). At the same time, political cultures and multi-level governance systems on both sides of the border can be very different, often characterised only by selective cross-border agreements. Territorial diversity in border regions can therefore be highly complex.&#13;
&#13;
</p>

<p class="wp-block-paragraph">A paradoxical situation can be observed: although the importance of cross-border integration is widely recognised, governance solutions are often incremental and analytical insights remain limited (Berzi et al. 2026). It is against this backdrop that the CROSSGOV project was launched, with the aim of achieving a ‘new level’ of analytical understanding and implementing measures to unlock the potential of governance in border regions.&#13;
&#13;
</p>

<p class="wp-block-paragraph">The CROSSGOV project supports EU, national and regional policies in addressing the following key questions:</p>

<p class="wp-block-paragraph">• How should cross-border functional areas in Europe be defined? How can analytical definitions be aligned with the actual realities of the cross-border functional areas in which people live and work?</p>

<p class="wp-block-paragraph">• How can we expand our understanding, based on indicators, of how border regions function within a complex data landscape?</p>

<p class="wp-block-paragraph">• What are the main patterns and dynamics, as well as the challenges and solutions, within border regions and their cross-border functional areas?</p>

<p class="wp-block-paragraph">• What governance structures are in place in cross-border regions? How can vertical and horizontal policy coherence be ensured in order to harness the potential of cross-border functional areas?</p>

<p class="wp-block-paragraph">Addressing both the functional and governance aspects of border regions across Europe, the project is organised into three activities. Tasks 1 and 2 focus on the European level and involve a review of academic and policy-relevant literature on border regions, with a particular focus on cross-border functional areas. A further key output is the pan-European database, which will provide cross-border spatial data.&#13;
&#13;
</p>

<p class="wp-block-paragraph">Task 3 provides a complementary analysis of the functional areas and governance structures of the ten study areas, discussing not only the current situation but also exploring future scenarios for cross-border contexts with regional stakeholders.</p>

<p class="wp-block-paragraph">The FULL centre contributed to the ESPON CROSSGOV project by working on this final report and on the case studies of Espace Mont-Blanc and Kras-Carso-Trieste.</p>

<p class="wp-block-paragraph">With almost 10,000 active listings in 2024, Turin is the sixth Italian city in terms of Airbnb platform penetration, marking a +50% increase in 7 years and confirming its growth in the tourism sector. After publishing its report on the trend in short-term rentals between 2017 and 2024 at national level, the Future Urban Legacy Lab analysed the situation in the Piedmontese capital in detail.<br/><br/> </p>

<p class="wp-block-paragraph">The short-term tourist rental market in Turin grew rapidly between 2017 and 2024: +125% in terms of nights booked, +127% in terms of revenue per listing, +240% in terms of total economic value generated through the platform’s total revenue, which exceeded €68 million in 2024. Despite these increases, the Turin market for short-term tourist rentals does not reach the levels of other areas of Italy: for example, in Italy, the average revenue per unit rented through Airbnb in 2024 was €11,700, while in Turin it stood at €7,000.<br/><br/> </p>

<p class="wp-block-paragraph">On the supply side, there were over 6,000 hosts (i.e. managers of properties rented through Airbnb) active in the Piedmontese capital in 2024. 87% of them were “small hosts”, managing a maximum of two properties. However, the most significant growth was seen among so-called “large hosts”, i.e. those managing more than 10 units: although they accounted for only 2% of the total, in 2024 they controlled 18% of the entire city market, a share that has more than doubled since 2017 (+230%). The percentage growth of units managed by large hosts in Turin is more pronounced than the national figure, which stands at 136%. From this point of view, the Turin market seems to be “lagging behind” the trends seen across Italy (in our country, large hosts accounted for 25% of total units in 2024); However, it is also worth noting that in the Piedmontese capital, the growth of “large hosts” was particularly high during the period in question, exceeding that of cities with a more “mature” tourist market, such as Rome or Venice. In Turin, however, the average size of these businesses is smaller than the national average (15 units per host compared to 42). As in the rest of Italy, accommodation managed by large hosts generates higher revenues: on average €10,500 per year per unit, compared to €5,500 for small hosts.<br/><br/> </p>

<p class="wp-block-paragraph">The city’s geography of listings shows significant imbalances: six out of 23 districts (Centro, San Salvario, Aurora, San Donato, Crocetta and Vanchiglia) account for 58% of the supply. The Centro district alone accounts for a quarter of the listings and also has the highest revenues (€11,300 per year). The suburbs – Falchera, Mirafiori, Regio Parco – are the least profitable areas.<br/><br/> </p>

<p class="wp-block-paragraph">It is worth noting that the phenomenon does not stop at the municipal boundaries. Analysis conducted at the metropolitan level shows a growing spread to municipalities in the hinterland and Alpine valleys. A case in point is Ala di Stura, a small mountain municipality where listings have tripled and beds have quadrupled in seven years.<br/><br/> </p>

<p class="wp-block-paragraph">These data raise questions about the transformations underway in the urban and social fabric of the city and its territory: who benefits from Airbnb in Turin? And what measures can be taken to avoid imbalances?</p>

The report Mezzaluna Alpina – Dinamiche e prospettive dei territori metromontani (Alpine Crescent – Dynamics and prospects of mountain-urban areas) is the result of a structured process of listening to and analysing territorial needs, aimed at supporting the definition of strategic scenarios for the sustainable development and enhancement of the resources of the Alpine Crescent.</p>

<p class="wp-block-paragraph">As is well known, Airbnb is an online platform for temporary rental that acts as an intermediary between host (the person hosting) and guest (the person being hosted). The host can be the owner of the property or a third party who manages the accommodation unit (e.g. a real estate agency or entrepreneur).&#13;
</p>

<p class="wp-block-paragraph">In Italy, short-term renting through Airbnb has profoundly influenced not only the tourist offer sector but also, more generally, the residential, social and commercial landscape of many territories, thus becoming the subject of heated public, political and academic debate. Against this backdrop, it seems useful to provide up-to-date data that allow us to understand the phenomenon at different territorial scales as a basis for robust academic reflection, informed public discourse and effective public policies.<br/><br/> </p>

<p class="wp-block-paragraph">In this report, we propose a nationwide analysis of the ‘Airbnb phenomenon’, taking into consideration the period 2017-2024. The data used are extracted from the AirDNA databases, a global provider of data on short-term rentals. After presenting an overview of demand, supply and performance, the report provides an in-depth look at the different types of hosts (managers of accommodation units) active in Italy.</p>

<p class="wp-block-paragraph">An unequivocal picture emerges: impetuous growth in both the number of lodgings available on the platform (+52%) and their profitability (+124%, or 11,700 euros per lodging in 2024). At the same time, the weight of players professionally managing a substantial number of lodgings (in the order of several dozen) is growing: +77%, so that they now hold almost 30% of the available beds. Data available to anyone wishing to reflect on the state of the sector and attempts to regulate it.</p>

<p class="wp-block-paragraph">Our built heritage has gone through and goes through processes of decommissioning, abandonment and functional obsolescence generated over time by economic, social and demographic transition dynamics. This condition is also found with different intensity and characteristics in many other European and non-European urban contexts where different approaches to processes of functional transition and adaptive reuse (permanent or temporary) of large and small built heritage have been consolidated over time.&#13;
&#13;
</p>

<p class="wp-block-paragraph">Whether in the case of entire parts of cities, buildings or complexes of buildings, individual units that are being emptied, or portions of open spaces and urban voids, there emerges, often earlier in urban practices than in urban planning and policies, the capacity (of public and private, profit and non-profit actors) to imagine disused/available urban heritage as an asset for the definition (and redefinition) of the strategic development horizons of urban systems.<br/><br/> </p>

<p class="wp-block-paragraph">The objective of this research work is to investigate the potential offered by combined urban regulations for incentives to use the private units available on the ground floors of the city of Turin as support for welfare policies. The research is carried out in collaboration with Urban Lab and the City of Turin.<br/><br/> </p>

<p class="wp-block-paragraph">The territory of Saluzzo and lands of Monviso is characterised by a socio-economic and institutional dynamism that make it an interesting laboratory for the in-depth study of activities aimed at building integrated development initiatives on the basis of negotiation and strategic processes.</p>

<p class="wp-block-paragraph">The purpose of the research is to define the knowledge base for the activation of an inclusive and strategic process to acknowledge the territory’s diverse needs, supporting a socio-economic and spatial development process that takes into account the diversified needs but attempts to strengthen their functional integration, in order to strengthen settlement, production and access to services.</p>

The contents of the volume resulting from the research, at the same time scientific and intentional, have the function of analysing and at the same time supporting the community-driven planning of the territory that has already been underway for some time, offering elements for reflection, analytical data and strategic scenarios to the administrations, communities, stakeholders and innovation actors of Terre del Monviso. They are all “living materials”, offered to the communities of the territory, to build debates, perspectives, and further new planning and visions.&#13;
